Preliminary Development Assessment Reports

What is a Preliminary Development Assessment?

The Australian Standard 4970 (2009) Protection of Trees on Development Sites provides guidance on the principles for protecting trees on land subject to development. It follows, in sequence, the stages of development from planning to implementation. This is the standard that we reference in our development reports.

Many consent authorities expect the design process to keep good quality trees wherever possible. Trees must be considered early in a project’s planning stages, which is why a consultant arborist is brought in before design work begins.

Why do I Need a Preliminary Development Assessment?

A Preliminary Development Assessment (PDA) is an important step in the development process. It helps to identify the relative retention values of trees on-site, based on physical characteristics and any heritage, environmental, or amenity values. This process also identifies trees that may pose additional constraints on the development. By incorporating good quality trees into the landscape where necessary, the PDA can help guide the planning and architectural process and improve the chance of a successful council approval. Ultimately, this results in a more efficient and successful development project.
